ElevenLabs pricing looks simple at the plan level but becomes more nuanced once users mix speech, transcription, music, dubbing, voice conversion, Studio and conversational agents. The Creative plans share one monthly credit pool, while ElevenAgents are measured primarily in call minutes. Developers can also use API pricing or Pay As You Go.

Free includes 10,000 Creative credits every month and access to Text to Speech, Speech to Text, Sound Effects, Voice Design, Music, Productions, Image and three Studio projects. It is a genuine ongoing free tier, not a time-limited trial.
The main restrictions are commercial rights and premium voice capabilities. Free is appropriate for testing voice quality, model behavior and the Studio workflow before paying, but a creator publishing monetized work should move to a paid plan.
Starter: $6/month or $60/year
Starter includes 30,000 monthly credits and adds a commercial license, Instant Voice Cloning, 20 Studio projects, commercial use of Music, Dubbing Studio and Image & Video access. Annual billing is $60, equivalent to $5 per month.
This is the best low-cost tier for creators who need commercial rights and simple voice cloning. It does not include Professional Voice Cloning, which requires Creator or higher.
Creator: $22/month or $220/year
Creator includes 121,000 credits and Professional Voice Cloning. ElevenLabs is currently promoting the first month at $11, but the standard monthly price remains $22. Annual billing is $220, equivalent to $18.33 per month.
Creator is the most important step-up in the individual plan ladder because Professional Voice Cloning becomes available. It is also the first tier aimed at users who need more serious production capacity rather than occasional narration.
Pro: $99/month or $990/year
Pro includes 600,000 monthly credits and higher audio quality, including 44.1 kHz PCM API output and 192 kbps audio. Annual billing costs $990, equivalent to $82.50 per month.
Pro makes sense for professional producers and developers generating enough audio that Creator's 121,000 credits are regularly restrictive. It is also the relevant tier for some advanced API and visual-generation workflows.
Scale: $299/month or $2,990/year
Scale includes 1.8 million credits, three workspace seats, team collaboration and three Professional Voice Clone slots. Annual billing is $2,990, equivalent to about $249.17 per month.
The value shifts from a larger personal allowance toward team production. Organizations should compare the seat count, clone requirements, concurrency and monthly output rather than looking only at credits.
Business: $990/month or $9,900/year
Business includes 6 million monthly credits, ten workspace seats, ten Professional Voice Clones and lower-latency text-to-speech. Annual billing is $9,900, equivalent to $825 per month.
Business is intended for high-throughput teams. At this spend level, buyers should model product-specific usage, concurrent generation, API traffic and support requirements before choosing the plan solely because of the large credit number.
Enterprise: custom
Enterprise provides custom credits and seats, elevated concurrency, SSO, custom DPA/SLA terms, priority support, significant volume discounts, fully managed dubbing and BAAs for qualifying HIPAA customers.
Pricing is sales-assisted. The quote should specify credits, overage or PAYG treatment, concurrency, regions, retention, Zero Retention Mode, support, Professional Voice Clone slots and any telephony or agent-specific costs.
How Creative credits work
All ElevenCreative products draw from one shared monthly credit pool. This is convenient because credits are flexible, but it makes headline allowances deceptive unless the buyer understands product-specific rates.
Current approximate pricing guidance lists ordinary Text to Speech around one credit per character under common models, Speech to Text around 330 credits per minute, Eleven Music around 900 per minute, Sound Effects around 200 per generation, Voice Changer and Voice Isolator around 1,000 per minute, and dubbing at several thousand credits per source minute depending on mode and watermark.
Credit rollover
ElevenLabs' current policy allows unused paid credits to roll over for up to two months while the paid subscription remains active. The rollover cap is 2× the plan's monthly quota, so an account can hold at most three months' worth of credits including the current cycle.
Free credits do not roll over. Downgrading or canceling the subscription causes unused paid credits to expire when the current paid billing period ends. This is materially better than older non-rollover terms but still rewards stable active subscriptions.
Pay As You Go top-ups
Pay As You Go is the current self-serve mechanism for buying extra usage. It is available across Free, Starter, Creator, Pro, Scale and Business. The minimum top-up is $5 or ₹500 in India, and users can configure Auto Top Up.
PAYG balance is used after subscription credits are depleted. It is prepaid rather than postpaid overage: if the balance reaches zero and Auto Top Up is disabled or fails, service pauses rather than generating an open-ended bill.
PAYG does not upgrade plan-level features. A Free user with a top-up still has Free voice-slot and feature limits. Paid plan selection and usage capacity remain separate decisions.
India billing
ElevenLabs now supports INR billing and UPI for customers located in India. The pricing structure and plan lineup are the same; only currency and available payment methods change according to location.
This is useful for individual Indian creators because it reduces foreign-currency payment friction, although the final local checkout amount can include taxes and currency-specific pricing presentation.
Annual billing
Annual billing works by charging the equivalent of ten months for twelve months of access. Starter therefore costs $60 per year, Creator $220, Pro $990, Scale $2,990 and Business $9,900.
Annual billing is most attractive after the user understands which plan is sustainable. Someone still deciding between Creator and Pro may prefer monthly billing for a few cycles rather than locking in the wrong capacity tier for a year.
ElevenAgents pricing
ElevenAgents use call minutes, not Creative credits. Current included minutes are 15 on Free, 75 on Starter, 275 on Creator, 1,238 on Pro, 3,738 on Scale and 12,375 on Business. Concurrent-call limits also rise by plan.
Additional call time is currently priced separately, while external LLM and telephony providers can add their own costs. Businesses building a phone agent should therefore calculate the entire call stack rather than use the Creative credit number as the budget.
API pricing
ElevenAPI exposes product-specific rates for text-to-speech, speech-to-text and other endpoints. The pricing page can recommend a subscription or Pay As You Go route based on expected usage. API economics can differ from UI generation, and some models have discounted character rates.
Developers should calculate the production workload with actual characters, transcription hours, concurrency and model mix. An API plan that looks expensive compared with a consumer subscription can still be cheaper than operating several disconnected voice vendors.
Refund policy
ElevenLabs says a web subscription payment is eligible for refund if the request is submitted within 14 days of payment and no credit quota was used in the period being refunded. Once credits have been used, that condition is no longer satisfied.
Purchases through Apple or Google follow the applicable app-store refund process. Users considering a large annual plan should therefore test with Free or monthly billing first rather than rely on a refund after meaningful usage.
Cancellation
Web subscriptions can be canceled at any time from the Subscription area. Cancellation takes effect at the end of the current billing cycle; the account then moves to Free.
Unused paid subscription credits expire at the end of the cycle after cancellation or downgrade. Mobile subscriptions are managed through the relevant app store.

Cost scenarios by workload
A narrator using mainly text-to-speech can make a relatively small subscription go a long way because standard speech generation is one of the lighter uses of the shared pool. The same Creator plan behaves very differently for a localization team. A ten-minute source video dubbed into several target languages can consume tens of thousands of credits because each language is charged separately and Studio dubbing can cost substantially more than automatic dubbing.
Music and voice conversion create another profile. A user generating one-minute music tracks at roughly 900 credits per minute can create far more minutes than a heavy dubbing user but still consume capacity faster than a narration-only workflow. Voice Changer and Voice Isolator sit around 1,000 credits per minute under current guidance, so long recorded sessions can become expensive even when no new text is being synthesized.
For that reason, one company may find Creator sufficient while another with the same monthly audio duration needs Pro. The correct plan is determined by product mix, not simply by hours of finished audio.
How to compare subscription versus PAYG
Pay As You Go is useful for occasional spikes. A Creator subscriber who has one unusually large launch can top up instead of permanently moving to Pro. If the account needs extra PAYG balance every month, the higher subscription can become more economical because the larger included quota and feature limits are predictable.
The same logic applies to Free and Starter. PAYG can extend the monthly quota, but it does not unlock Professional Voice Cloning or higher plan-level limits. Paying for top-ups on a lower tier is therefore useful only when the missing resource is credits rather than features.
Rollover strategy
Rollover can smooth seasonal production. A team that uses only part of its allowance in a quiet month can carry unused paid credits forward for up to two months and use them during a launch, localization sprint or audiobook project. The balance cannot grow indefinitely: rollover is capped at twice the normal monthly quota in addition to the current month's credits.
Teams planning a large project should avoid canceling or downgrading immediately before the work begins because unused paid credits are forfeited when that change takes effect. Rollover is valuable only while the paid plan remains active.
Team economics on Scale and Business
Scale includes three workspace seats and Business includes ten. At these tiers, the plan should be evaluated across both people and production volume. A three-person audio team may find Scale easier to justify than buying separate creator subscriptions because collaboration and shared capacity are part of the package.
Business becomes more defensible when low-latency production, many Professional Voice Clones, larger teams and high monthly credit needs arrive together. If a company needs only one of those characteristics, a smaller plan plus PAYG can be more efficient.

ElevenLabs has a flexible pricing ladder from a useful Free tier to serious business plans. Starter is inexpensive for commercial work, Creator unlocks Professional Voice Cloning, and Pro through Business scale cleanly for heavier production.
